Pastor Israel & Tiyana Tavor serve as the Lead Pastors of Victory Outreach Phoenix in Phoenix, Arizona. Together, they carry a heart for people, a passion for God’s presence, and a vision to see lives transformed by the power of Jesus.
With a deep love for their city, Pastor Israel and Tiyana are committed to building a church that feels like family—where everyone belongs, hope is restored, and purpose is discovered. Their leadership is marked by authenticity, faith, and a desire to raise up the next generation of leaders.
Whether through preaching, worship, or simply sharing life with others, the Tavors inspire people to grow in their walk with God and to live out their faith boldly. Pioneering Pastors
Pastor Tony and Patsy are the pioneering pastors who faithfully planted VOPHX in Phoenix, Arizona. With bold faith and a heart to see lives changed by the Gospel, they stepped out in obedience to God’s call and laid the foundation for the church we know and love today.
Their vision was simple yet powerful: to build a church where people could encounter the presence of God, experience authentic community, and discover their purpose in Christ. Through prayer, perseverance, and sacrifice, they led the way in establishing a ministry that continues to impact generations.
As spiritual trailblazers, our Pioneering Pastors modeled what it means to serve with humility, love people unconditionally, and pursue God’s Kingdom above all else. Their legacy of faith and leadership is woven into the very fabric of our church, and their obedience to God’s call has paved the way for countless lives to be transformed.
Pastor Tommy & Beckie Tavor
Pastor Tommy and Beckie serve faithfully as the Executive Pastors of VOPHX. With a genuine heart for people and a deep love for God’s house, they have dedicated their lives to serving the church and building the Kingdom.
For years, they have stood alongside our lead pastors, helping carry the vision of the church with integrity, faith, and excellence. Their leadership is marked by humility, consistency, and a desire to see every person encounter God and walk in their God-given purpose.
With a strong passion for developing leaders, strengthening teams, and caring for people, our Executive Pastors help ensure that the vision of the church is lived out both inside the walls and beyond them. Their faithfulness has left a lasting impact on countless lives, and their commitment continues to move our church forward into all that God has planned.

Our Mission.
Victory Outreach is an international, church-oriented Christian ministry called to the task of evangelizing and discipling the hurting people of the world, with the message of hope and plan of Jesus Christ.
This call involves a commitment to plant and develop churches and training centers, in strategic cities of the world.
Victory Outreach inspires and instills within people the desire to fulfill their potential in life with a sense of dignity, belonging, and destiny.
Victory Outreach works cooperatively with others of mutual purpose in accomplishing the task before us.
Our Impact.
Since our humble beginning in 1967, Victory Outreach grew from one church to a worldwide network of hundreds of churches and ministries, with locations across America and in 30 countries from South Africa to the Netherlands, we have grown into one of the largest inner-city ministries in the world, meeting the needs of people from all walks of life.

In 1985, Pastor Tony & Patsy Garcia were established as a work here in the greater area of Phoenix by Pastor Sonny Arguinzoni and the Mother Church.
